Interactions API: Exchange as a Destination accepts non-voter file interactions

Previously, interactions without a TargetSmart voterbase_id, Catalist dwid, SmartVAN smartvan_vanid, AV av_vanid , or Votebuilder votebuilder_vanid would not be assessed for credits and would always have a status of partially or fully unsupported. Now, the Exchange will evaluate any kind of ID for credits, considering those records without an above type as "unmatched" dispositions/contact attempts or survey responses.
